With reference to your letter 16029/1900 of the
6th instant, relative to the maintenance of the
lunatic Edward Wallace, I am directed by the Marquess
of Salisbury to transmit to you, for the information
of Mr. Secretary Chamberlain, a copy of the despatch
which was addressed to Mr. Warren, the Acting Consul
General at Shanghai,on receipt of the letter from the Treasury, of which a copy was sent to you on the
22nd May last.
With regard to the fourth paragraph of your
letter I am to state that Lord Salisbury concurs
with Mr. Chamberlain in the view that a Colony
should not be held liable to maintain as a lunatic
any person not actually domiciled there, merely be-
cause that person had been born in the Colony.
